In the order of informing the public, Prime Minister of Ukraine Volodymyr Groysman, on his Facebook page, it was noted that starting April 2 campaign to elect his doctor (family doctor, pediatrician). According to him, every person should choose a specialist who will be trusted. According to the Ministry of Health, the relevant preparatory work has been carried out: approved documents have been approved, the electronic health system has successfully passed all tests, passed a number of normative acts for the implementation of changes in health care, appointed the head of the National Health Service, actively The communication campaign and the training of medical institutions are ongoing.
It was on this occasion that on March 29, 2018, in the Government Contact Center, a training seminar “Medical Reform” was organized jointly with the Ministry of Health. Deputy Minister of Health Pavlo Kovtonyuk, Acting Director of the Governmental Contact Center Olena Antonenko, EHealth Coordinator Svetlana Kotlyarevskaya, representatives of the Ministry of Health and employees of the government hotline took part in the workshop.
An important role in the information support of the reform rests on the government’s “hot line”. Acting Director of the Governmental Contact Center Olena Antonenko during the seminar focused on the fact that the government hotline works in accordance with the Resolution of the Cabinet of Ministers of Ukraine dated August 12, 2009 No. 898 “On the Interaction of the Executive Bodies, the Secretariat of the Cabinet of Ministers of Ukraine and government agency “Government Contact Center”, as well as executing specific government orders on the implementation of government reforms.
In connection with the start of the campaign to choose a primary care physician, the Government Contact Center starts work on April 2, starting with a new direction: counseling citizens by telephone on the Government hotline of 1545 on medical reform.
Deputy Minister of Health Pavlo Kovtoniuk noted that the reform of the primary health care will be carried out in accordance with the Law of Ukraine “On State Financial Guarantees of Medical Care of the Population”, which means: “the money will go for the patient”. Pavlo Kovtoniuk and representatives of the Ministry of Health responded to current issues of today that could potentially be of interest to citizens in the implementation of the reform. In total, more than 20 predictive issues related to the implementation of medical reform in Ukraine were considered. Pavlo Kovtonyuk emphasized that there is no final date for signing a declaration between a patient and a family doctor.
Summing up the results of the training workshop, Acting Director of the Governmental Contact Center Olena Antonenko noted that the issues that will arise from the public during the actual course of the medical reform and response to them will be supplemented during its implementation.
The Ministry of Health will also use other information resources and tools to advise citizens on the implementation of medical reform, including the hotline of the Ministry at 0 800 801 333.
